What is the process to request speed bumps be installed to reduce the speed at which the cars zip by?

But in 12th certificate: "there's no Kumar after father's name[ Name FatherName Surname]
Also in gap certificate also no Kumar after father's name.

Has anyone played around with a human, werebear, werewolf shapeshifter build? I've started looking at the boards and synergies but man Druid has so many options.

**all of our shapeshifting will keep this near 100% uptime for +20 crit chance

Inner Beast - shapeshifting reduces spirit cost up to 30%
Survival Instincts - while in werebear, deal x1% damage up to 50% for every 1% difference in life between enemy
**with our healing and fortify, I am assuming this gap will regularly be pretty large granting a nice damage increase
Earthen Devastation - your earth skills deal 30% increased damage to crowd controlled enemies
**all werebear skills are earth skills - aspect of quicksand slows enemies
Thunderstruck - your storm skills deal 30% increased damage against vulnerable or immobilized
**all werewolf are storm skills - lacerate + 30% damage / sources of vulnerable storm strike - cyclone armor (20% chance free proc from bulwark) - hurricane (20% chance free proc from trample / sources of immobilize - storm strike)

This is definitely not optimized or anywhere close obviously. It provides a ton of debuffs, crowd control, extra elemental dps, huge resource savings, consistent overpower combined with tons of heal and fortify skills in a passive manner just playing your character. And, it sounds fun.

Gameplay:
Storm Strike - vulnerable - procs earth spikes and maul for additional debuffs every 5th hit
Pulverize - range/aoe/overpower + no cooldown or spirit from aspect when lacerate kills
Lacerate - crit + high dps - additional healing when pulverize kills
Bulwark/Trample/Roar for survivability, life and fortify for synergies + cc break
Cyclone Armor - passive only for damage reduction - 20% chance to proc knockback, slow and vulnerable when bulwark is cast - and again 20% chance when roar is cast
Hurricane - 20% chance to proc using trample - slow and vulnerable

6 skill slots - chance to proc upwards of 10 skills

What are your thoughts? Different gear, skills, nodes? This build sucks? All opinions welcome.

Disclaimers: The reason I chose bulwark and trample relying on natures fury to proc cyclone armor and hurricane is because:

1. Trample and bulwark are great cc breakers and I would prefer to control them
2. The last updates to bulwark and trample state "casting...." grants the bonus - I believe this to be physically casting the spell and not the spell procing so you wouldn't benefit from the last bonus

I chose Lacerate for the ultimate because it sounds like it would make better use of Hunters Zenith and also for the huge single target DPS capability. I also chose it to incorporate all three shapeshifts to maximize bonuses. If you went shred + grizzly rage you won't benefit from shapeshifting bonuses of the ring because the bonus doesn't apply to ultimate bear skills but it will apply the heal to your ultimate werewolf skill.
